Particularly, questions concerning the sources of cognitive inertia and limited learning in organizations and, on the other hand, questions concerning the deployment of idiosynchratic capabilities, the smart exploitation of strategic assets leading to rapid restructuring, and the role of bricolage in innovation and change became central in his research (Ciborra, 1992). Three articles, all included in this book, stand out among others as a result of this new line of research. s transformation and strategy in action (Ciborra, 1996; Chapter 6).

Consequently, they stubbornly keep designing and enforcing even more structured methods and strategies to harness deviant system and user behaviour, thus failing to exploit the opportunities for innovation hidden in the emergent properties of the systems or in the informal practices of the users. Therefore limited learning comes not only from the failures but also from a misunderstanding of the value of strategic tinkering (Ciborra, 1992, Chapter 9 in this book). These emerging phenomena raised questions which could not be adequately answered within the neo-institutional framework, nor handled by formal systems developments methods.
