McClellan wrote Lincoln to say that war should not be made upon the Southern population. McClellan strongly felt that private property and the rights of citizens should be carefully guarded, even in the rebellious states. This opinion was clearly at variance with the administration's new policies, and helped deepen the widening schism between McClellan and the President.
